Guerilla works only against fighting invasions IF you have the required geography, enough men and also families from the region who supports you and most importantly if you have good suppliers of weapons from outside which means established states. It's not about building a state
Jihadis, who think they can build a state only by pick ups & AK47 in this world order in which kafir powers are able to bomb you from anywhere of the world within hours back to stone age & in which muslim masses are unimaginable ignorant of sharia, are just seeking adventure.
You want to help muslims by fighting their oppressors? JazaakAllahu khayran, but don't pretend that they want an Islamic order.
You want to establish a Khilafah? BaarakAllahu feek, but don't think you can do this with some years of dawah, collecting some men and some weapons.
