2. The things that will be maintained *AS-IS* -> traditions and rituals of the temple. Remember the law makes this explicit promise.

Things that will be improved -> facilities, water, roads, ease of darshan etc etc.
3. By their very nature, these laws will ensure that the religious, dharmik, tantric aspects of the temple are at best just *maintained*. Stagnation is sure shot path to decay.
4. No Act promises increase in dharmik activities, increase in traditional teaching, increase in vedic activities in the temple, increase in daana-dharma by temple - none of this is a goal of the HR&CE Act.
5. Temple management Acts treat the temple as merely a physical entity - very much like a museum with rare arts - the display pieces need to be *maintained* as-is - otherwise focus is on improving facilities for *visitors*.
6. Please spare me any comments on whether improved facilities are not needed. Obviously that's not what is meant.

A temple grows when the sannidhana (presence) of the deity grows. Government control allows no scope for this.
