Second of all, which city (or suburb?) is monocultural? Cities are OBVIOUSLY internally diverse, it’s, like, famously a whole thing about them.

But also, so are suburbs, now! A majority are racially diverse or outright nonwhite segregated, now.
There is one category of communities in America that is predictably monocultural: white exurban areas, which are a small minority of population in most places.

You know something interesting about these areas? They’re the most GOP-voting communities in the country.
What the electoral college does is let this “monocultural” minority dominate national politics by serendipitously controlling the balance in a few key swing states, despite their relatively population share
Honestly, though, it’s worth reflecting on the brain poisoning required to describe places like New York as “monocultural” while positioning all-white septic tank towns at the third beltway as part of an important minority whose diversity must be protected
It only makes sense if you start with a very particular frame: seeing cities as the source of an overwhelming cultural consensus, while smaller, whiter places the source of a quieter dissent.
But even ignoring if this is an accurate description of the balance of cultural power (obviously conservative America holds enormous sway), it ignores that the urban “consensus” is not the protect of uniformity, it’s the product of a wide range of views with a different median
So ultimately this frame is not just specific, it’s arbitrary. Jeff has carved off a particular and subset of American communities that just so happen to reflect views he’s personally simpatico with, and said “Well, can’t we elevate these over everyone else?” There’s nothing more
