Trump is obsessed with the rights of the States. Much of his presidency has been concerned with removing the creeping and pernicious influence of the Federal Government in areas where it should never have been. He's deferred to individual States on just about everything of note.
You can see this with Corona-chan: 'I stand ready to help the States with whatever they need' has been the attitude. This despite rather terrifying powers under the current state of emergency.

The police in Minneapolis reported professional arsonists and cartel members causing chaos at the end of May, starting fires and throwing explosives at first responders. The next day there were none - because the Delta Force were deployed and sorted them out overnight.
But if sanctuary cities and blue States want to defund their police forces, allow destructive mass protests and encourage autonomous anarchic shitholes to spring up in their jurisdictions, then that's their perogative *by definition*.
POTUS got his comprehensive victory in 2016 partly because of millions who had never voted before. This year he's poised to gain many tens of millions more votes from people who haven't voted before but are now seeing with their own eyes what happens when the Left are in charge.
