The successes of Maine's lobster fishery are multifactorial and certaily not limited to federal regs. But there's no question volume and value both peaked under Obama. https://twitter.com/realDonaldTrump/status/1275951862269829121
The most relevant set of data is this. Look at the numbers 08-16. https://www.maine.gov/dmr/commercial-fishing/landings/documents/lobster.table.pdf
Cer-TAIL-y is a funny typo and I see no claws to change it.
Something that hurt the lobster fishery significantly, though, was Trump’s trade war with China. (This is from me last year.) https://apnews.com/6482bb8522ef427c8dba0d117327f1b2
Lobster haul depends on ocean conditions, weather, effort. Lobster value is even more complex - international demand, processing, US market, supply, price to fishermen, etc. The possibility that a president could alter all that (pos or neg) with a stroke of a pen is low.
As far as other fisheries in Maine, Obama didn’t kill the cod or shrimp industries unless he invented overfishing or climate change.
A bit more on this from @AP.
“Trump’s tariffs on Chinese goods resulted in retaliatory tariffs on U.S. lobster. Canadian lobstermen, not subject to the punitive tariffs, took control of the market to the frustration of Maine lobster exporters.” https://www.washingtonpost.com/world/national-security/trump-signs-memo-to-aid-us-lobster-industry/2020/06/24/6a68e0f4-b669-11ea-9a1d-d3db1cbe07ce_story.html
