KATV has obtained an 11 page DRAFT of the executive order that would require the wearing of face coverings in Little Rock; it applies to all members of the public who are outside their homes visiting essential businesses (grocery stores, laundromats, banks, gas stations, etc.)
It also requires face coverings be worn in all public buildings, and inside elevators (public or private); they must be worn while waiting for and while on-board public transportation; the order requires taxi, bus and ride sharing drivers to wear masks, even if they're alone.
The draft language also says businesses must require employees, contractors, owners, and volunteers to wear face coverings at the office, and for off-site work if they're interacting with the public or in a public space.
Exceptions are made for those in single-room offices who are alone; for any child 12 years of age or younger; for those who are driving a car; for anyone who has a medical condition.
Rules already in place for workers and patrons of restaurants, gyms, salons, massage therapy clinics and the like remain in effect.
Violations will be considered "an imminent threat and immediate menace to public health" and violators will be declared to be "a public nuisance" and subject to legal remedies.
The enforcement section of the draft is left blank; the ordinance would remain in effect during the declared public health emergency.
Again this is a draft proposal, it has not yet been signed off on (or even read) by the Little Rock City Attorney, though we're told Mayor Frank Scott wants it released as soon as today, and he has said he wants it signed "ASAP."
