It's clear from videos of the I-676 protest on June 1 that members of the Police Department used completely unacceptable force.

In response, @PPDCommish:
–Placed a moratorium on tear gas & other non-lethal methods.
–Will quickly make personnel decisions.

I also am accountable.
I’m also disturbed by the arrests of reporters—on that day and other days—who were simply doing their jobs to inform the public.

There will be accountability for all of this, and I am confident in the @PPDCommish's ability to carry this out.
The day before the I-676 demonstrations, in response to violent looting in West Philadelphia, I approved the use of non-lethal munitions for violent situations—only if lesser methods did not stop the violent behavior.

In that moment on May 31, I ignored my instincts.
I had never believed tear gas was an effective tool.

Nonetheless, after watching the dangerous destruction in West Philadelphia, I gave consent.

Ever since seeing the video of the terrifying incident on I-676, I have regretted my decision from the day before.
I also regret my statements that followed, which attempted to justify the use of tear gas in that particular situation. I now know that my statements were based on inaccurate information relayed from the scene.
I sincerely apologize to the protesters who were exercising their right to speak out against injustice and institutional racism.

I pledge to do better—much better—for the residents of this city.
