Waiting for all the "it was just a rope used to pull the garage door down" people to chime in.

Out of 1,684 garage stalls inspected at 29 tracks, only 11 had a pull-down rope tied in a knot and only ONE tied in the fashion of a noose, the one found in Bubba's stall. https://twitter.com/bobpockrass/status/1276187162787143681
The investigation found that this noose had been in that garage stall since October 14, 2019, when the stall was occupied by Ryan Blaney. It may have been there longer, but it's unclear.

It is unknown why during those 8 months it didn't occur to anyone that it might be an issue.
And 8 months later, it just-so-happened that NASCAR's only Black driver was assigned the ONLY garage stall throughout the entire organization's garages that had a noose disguised as a garage door pull present. Not saying it was intentional, but it's quite the coincidence.
CORRECTION: Driver Paul Menard was occupying the garage stall during the October 2019 cup series race at Talladega.
