(2/6) CCC rightly position their recommendations as playing directly into the Covid-19 recovery. Explicit call for green strings on fossil fuel bailouts, which Govt may well already have heeded on Tata. Also need to capture behaviour change by building cycle infra and fibre.
(3/6) A great deal of what the CCC recommend isn’t new. More ambition on transport, a poor record on energy efficiency and heating etc. There are a few interesting additions, such as a call for a ZEV mandate and ‘green passports’, but the priorities haven’t changed.
(4/6) The major difference is tone. The CCC point out that without serious action this year and next, the UK can’t credibly convince the world to increase ambition before #COP26. The suggestion of a credible net zero framework by 2025 feels reasonable, if even a little distant.
(5/6) CCC are determined that no department should hide in the shade, with clear recommendations for each to act on their own areas. I can attest that this is easier said than done, but if I was still in No10 it would give me a v useful checklist to put a bit more pressure on.
(6/6) Feels a bit like the end of the softly softly approach to me. CCC rightly determined to raise the stakes, with a hint that they will go harder next time round, after various major Govt documents published. All eyes on 2021 then…ENDS
