There is no immediate action to defund the police in Tory’s recommendations (which he has oddly tabled as new business and not as a member motion, which I don’t think I’ve seen before. Not sure if it’s a regular mayor power or emergency power). Instead he recommend this:
Tory also cribs from Matlow request for the police board to provide a line-by-line breakdown of the police budget, which for some reason is not a thing council can currently see
Tory asks for audit of police services and any savings that can be found to go to anti-violence, anti-poverty and other initiatives
It asks that police come up with a plan for all officers be equipped with body-worn cameras by Jan. 1, 2021
It also asks council to adopt and the board to implement recommendations from various previous reports and inquests, like that into the police shooting death of Toronto man Andrew Loku
Again, none of what’s proposed here would ask or require the service to immediately reduce its spending in 2021. In fact, requests like the body-worn cameras would likely see an overall increase in the 2021 budget. Tory is making an “announcement at 10AM” so expect to hear more
On the mayor's item being new business instead of a member motion: That means it is automatically up for debate on the agenda. Matlow's motion, meanwhile, needs to get a two-thirds majority vote to be debated and not referred to Tory's executive committee
