Is there is more meaning in Rice's reference to "by the book?" I started digging & fell onto Author David Preiss, from a write-up about the President's Book of Secrets" on CIA's own website:

2) In 2016, CIA goes on to say: ""Priess brings genuine expertise to his 1st book, "Book of Secrets."" However, more interestingly, his 2nd book is titled "How To Get Rid of A President" which came out November 2018.
