What’s amazing about this bill is that scientists and national security experts have spent years debating what kind of law enforcement access systems might be feasible, and even the more conservative Carnegie Report folks basically agreed that “data in motion” was a hard nut.
Yet this bill throws out all those person-years of law enforcement and national security experts working with scientists and says “forget mobile phones, we’ll do data in motion too”.
“How will we do it? Crap, we don’t know. Maybe we should offer people some money to figure it out.”
It’s such a comically bad, over the top clown-shoes mess of a bill that part of me thinks they’re offering it as a clever distraction from the much more dangerous EARN-IT bill. And maybe they are.

But I won’t rule out clown shoes.
