Also, "racial diverse districts" can be read as a dog whistle since white people and people of color have different perceptions of diversity.

If you have that in mind, then saying that "racially diverse districts" elect black people suggests that white people feel like they're losing power. That those districts will never elect a white person again. Which btw is a white supremacist talking point
