If this spike in COVID cases came in the last two weeks, wouldn’t that mean the Phase III timing would line up with that surge? Perhaps a good plan of action would be to roll back to Phase II for our cities experienced the highest numbers? What am i missing here?

If I’m not mistaken, everything on the “serious seven” shared by leaders this week was relaxed in Phase III, right? I still don’t understand why we are waiting for pressure on our medical systems to be the trigger for stricter restrictions. Why wouldn’t we be proactive?
