This is a pretty good summary. I'm impressed at how well understood this is in 1971.
Why ban more affordable housing types in a growing economy? They give an example where one community enjoys triple the tax base of a neighbor. Hard to say today that's all zoning, but it's part of the picture.
1971: The housing market is not delivering justice and localities are making things worse. Government spending needs to bridge the gap (no).
1971: Exclusionary zoning is making it hard for younger people to live near their families
1971: Exclusionary zoning is making housing too expensive for lower and middle income families and causing disruptive change in the few areas that don't have exclusionary zoning
1971: Apartment buildings and mobile homes can't save us from high housing prices because they're mostly to entirely banned
1971: The only thing saving exclusionary zoning from being struck down by the courts is that there are too many different ways it is unconstitutional (they are listed here)
