so what does justice for a murderous cop look like in a world without prisons?

I understand rehabilitation for things like drug addiction or for people struggling with mental health. but if reforming doesn’t fix a corrupt police system, how do we reform corrupt MURDEROUS police themselves? how do we reform rapists and serial killers?
