Using Google Mobility data and compared against neighbours Vietnam and Taiwan, the Philippines definitely has less movement in retail, recreational, and transit spots during the lockdown. This clearly negates the "pasaway" narrative that the government is pinning on the people.

Apple Maps also released similar data but focused on the type of movement. These are screenshots from the Apple page, comparing Philippines, Taiwan, and Vietnam. Conclusion is the same: there's less movement in the Philippines, consistent to the country's strict lockdown rules.
