2. Who appoints its board of directors? If not the GoP then who? And why is the SAPM on the board as well?
3. Is there not a conflict of interest because DPF will even though (to quote the SAPM) "help alleviate the burden" on the GoP, the SAPM herself heads it?
4. Having a non-profit entity to help "alleviate the burden on the GoP" may indeed be a noble cause but how can the GoP or the SAPM justify the SAPM being its chairperson?
5. Won't DPF have an undue advantage compared to other non-profit entities that may be or are set up also to "alleviate the burden on the GoP" on the issue of Digital Pakistan, since the SAPM Digital Pakistan is its director and chairperson?
6. Why should DPF or any other private non-profit for that matter be given that advantage, knowingly or unknowingly by the Govt of Pakistan?
7. As far compensation is concerned, the SAPM has said it won't be a burden on the GoP - but that's not the point - DPF will use the fact that its chairperson also happens to be the SAPM Digital Pakistan to gain "short-term" projects for itself (as mentioned on its website)
8. Furthermore, why should DPF be allowed to appropriate to itself the role of generating funding and donations for GoP's Digital Pakistan initiative? This should like it's playing the role of middleman - why shouldn't this funding go directly to GoP owned and operated entities?
9. For the SAPM Digital to say that DPF employees & shareholders will not be paid from taxpayers money is to miss the point & perhaps to obfuscate it - which is that the fact that the SAPM is DPF's chairperson & a director will enable to extract an unfair advantage

11. The formation of DPF with its registration with the SECP on Feb 20, 2020, days before the SAPM Digital Pakistan was notified is, to say, the least suspicious & lends credence to the conflict of interest matter & to the fact that DPF wanted to play the role of middleman
12. The DPF website has a pic of the meeting between the PM and YouTube CEO in Jan 2020 in Davos where the latter pledged to give Pakistan $5 million for furthering awareness on COVID-19 -- why shouldn't these funds come directly to the GoP and why the need for a middleman?

Why? Is it part of the PM's Office or the Cabinet Division? Does the GoP own and operate the DPF?
If yes, why is JKT's lawyer a director?
