The workers were employed at IIM-Ahmedabad, constructing its new campus. Company that hired them was PSP Projects. Both are responsible for the workers.

The workers may have gotten bail but they'd have to be in Ahmedabad when trial begins, which is tricky. They may want to be in their villages for a while. Or they could get work in some other city.
On 9 June, Supreme Court had asked the state governments to "consider withdrawal" of cases against migrant workers for violations during lockdown.

The state govt of Gujarat has not withdrawn the cases.
More importantly, the workers erupted in Ahmedabad because IIM-A and PSP violated Interstate Migrant Workmen Act, 1979, Minimum Wages Act, 1949 and human rights of the migrant labourers, according to a lawyer-activist's notice.
