1. Utilizing "anonymized" data to track and trace exposure points for covid can help reduce spreading and make things safer
2. People with access to phone data sets and these data sets can figure out who is who.

If you're protesting, your phone should have everything disabled and/or be off.
If you're doing re-opening activities and there's an official app for track and trace, maybe turn it on.

No solution to a plague without a cure is going to check every box. And if you're worried about the state watching you I reccomend you ask your local, state, and federal officials to divest funds from police orgs to community support ones instead.
