Op-ed to come on this but Section 8E of the Inspector General Act of 1978 say the IG is "under the authority, direction, and control" of the AG for investigations of ongoing cases, and allows the AG to stop the IG from investigating them. And just a little icing on the cake here: In Dec 1992, the DOJ gave jurisdiction of internal attorney misconduct was given to OPR, not IG. The GAO's audit noted that this arrangement lacked the "organized control, independence, and accountability" contemplated by Congress...
