Lamberth warned Bolton in his ruling that he gambled with National security and has opened himself up both civil and criminal liability, and these facts the court has no control over and nothing this court can do will reverse what all is already public.
That sounds like a shot across the bow of Bolton with this judges ruling, and it is spelled out pretty much that Bolton broke the law in submitting it to his publisher before it was cleared.

The judge makes clear Bolton will likely lose the case DOJ has argued the government should get the profits because Bolton violated NDAs both his SF 312 and 4414. Violating the 312 makes it criminal and a felony punishable up to 5 years in prison and $500K fine.
