Strategic Housing Development (SHD) is becoming a much riskier, slower & more expensive process for both developers & citizens than a traditional planning appeal.. looking at recent legal cases 1/
*SHD is not “fast-track” as timescale not much shorter than planning application with an appeal
However:
*SHD allows developers to obtain permission from ABP that contravenes democratically-adopted local Development Plan
*SHD marginalises public consultation & participation
37,000+ SHD homes have been granted permission since 2017 .. sites that could accommodate about 8,000 have started on site in 20+ locations, about 2/3 of which are in Dublin
(stats excl purpose built student housing permitted under SHD)
Participation levels the playing field between those with influence & those without.. recentralisation of power erodes hard work & expensive tribunals that went into creating a strong & credible planning system..
