If I stumble across a car wreck and render aid, IDEALLY an EMT or firefighter would have gotten to the scene first. But if they don't it is my responsibility to render aid.

The same thing is true here. And failing to act can be exactly as deadly as failing to tourniquet a wound.
Chase is not at all a dipshit here. The institutions we set up in our society to educate children DELIBERATELY and with great malice aforethought, failed to teach him certain things.
