I will try to explain two lines from his popular अभंग, पांडुरंग कांति. He was a devotee of विठ्ठल, an अवतार of कृष्ण. This अभंग or devotional poem was dedicated to him.

To understand this quote we need to know the 4 castes or stages of speech as per the Shastras.
परा: the first stage where the heard word(s) have reached the soul or प्राण. The mind does not know how and when to respond as the heard words have not received by it.

मध्यन्ति: the unexpressed response is present in the पंचिन्द्रियाँ or 5 senses. It is not expressed outside the body. Some argue that मध्यन्ति takes place in the heart.
