It would be more than two years later – on June 19, 1865 – before General Gordon Granger would announce the end of the Civil War and the institution of slavery in the Texas city of Galveston. 2/4
The Emancipation Proclamation did not apply to all states. Border states remaining in the Union – DE, MD, MO, KY – as well as TN, breakaway counties of VA that would form WV, and the city of New Orleans were exempt. 3/4
Texas would become the first state to celebrate #Juneteenth
in 1866, with 46 states and the District of Columbia later passing or proposing legislation officially recognizing the day as a holiday or observance. 4/4
