The most effective development partnership stories came from the alignment of geopolitical interests.

Marshall Plan, Georgia, Israel, S.Korea, PEPFAR, Japan, Mexico (all US), Poland (Germany), Malta (UK), Brazilian agri (by Japan) etc.

Little to do with agencies like DFID tbh.
On the flip side, the UK has had 0 positive geopolitical interest in countries like Malawi, Zambia, the Niger Delta in Nigeria, Sierra Leone and Zimbabwe. And look at the outcome.

Geopolitics is what matters at the end of the day for real developmental partnerships.
Who is Ethiopia's strongest development partner now, who is helping it drive its industrialisation and inclusive economic growth agenda?

In my view, it is China, and not because of its aid agency.
Arguments like this have it wrong. The UK government was absolutely right to fund this project in 1993, simply b/c it was a key priority of the gov't.

Development is the process of policy learning by the local leadership & treating it with agency is key. https://www.devex.com/news/opinion-remember-pergau-95026
