Initial thoughts on this:

3) How will this interact with copyright laws? @YouTube has huge issues with moderating illegally reproduced content (such as songs)

4) A profile photo always appears with the clip, meaning users can ascribe voice notes to photos of people not involved in the recording
Some benefits:

5) This is great for accessibility and will reach users for who audio is a better format of communication (such as partially sighted or blind users)

6) This will also open up a wave of new low-budget interactivity for Twitter too, espec. for creative outlets
