Per Bexar order, which is now posted:

"Consistent w/ [Abbott’s order], no civil or criminal penalty will be imposed on individuals for failure to wear a face covering"

New from @GovAbbott spox: "Judge Wolff’s order is not inconsistent with the Governor’s executive order. Our office urges officials and the public to adopt and follow the health protocols for businesses established by doctors that are available at http://open.texas.gov ."
Abbott gives blessing in KWTX interview, saying Wolff has "finally figured" out what locals can do w/ masks under statewide order: "Gov't cannot require individuals to wear masks. However, pursuant to my plan, local governments can require stores and business to require masks."
