Health Committee #COVID19 inquiry this morning- Cab Sec kept referencing WHO checklist for pandemics- I pointed out that WHO check list mentions testing in detail 25 times. But Operation Silver Swan- scottish govts exercise to prep for pandemics didn’t cover testing at all. 1/3
As such we were hopelessly under prepared for mass testing- which is why SG abandoned it when community transmission got into double figures back in mid-March. At that time we only had 3 labs processing a couple of hundred tests a day. 2/3
What is the point of running pandemic prep exercises if we ignore the central pillar of WHO advice on such preparedness- eg testing? That omission left us ill equipped for the containment phase of the virus. 3/3
