A lot of requested continuances. Those indicated on the docket to be heard at another meeting were continued. Some were heard and continued but I'll explain those below.
Case 2.1 and 2.2 were parking lot modifications and additional parking for the KCPT building at 125 E. 31st street. There was some debate about signage and misc. issues. I voted yes with some hesitations.
I voiced concerns the area needs a shared parking plan & bike/ped improvements (don't we have CIDs for a reason?). It's difficult/unfair to deny an applicant when they are following the rules but there are bigger structural problems that can't be addressed at CPC.
Case 3 was simply removing the need for a traffic signal due to a smaller project and traffic study in the northland at 11400 N Airworld Road. I voted yes.
Case 5 was long and had lot of debate. It's for a special use permit & rezoning for a light mechanic at 5005 Swope. Staff recommended Denial. The commission voted to continue to August 18 (4-3). I voted no on the continuance based on my belief we had the info to make a decision.
Case 6 was 4336 Woodland Avenue, which was operating a heavy business/commercial site in a residential zone. It was an application to rezone. Staff recommended denial. I voted for the denial. The site is not suited for such a heavy use.
My guess is it's presence is preventing any residential development on the street as well.
Case 7 was a change in the zoning and dev code for signage. I voted yes in accordance with staff's recommendation.
Case 9 was a Special Use Permit request for a new mosque at 2700 E. 49th (near Swope Pkwy). After the presentation, we ended up continuing to July 21st due to community engagement concerns. I voted to continue. Vote was 5-3 in favor.
Community engagement concerns was a common theme. Even with alterations for COVID in the req., it's hard to weigh whether there was a real attempt and if people had had a chance to weigh in.
Case 11.1; 11.2 was the preliminary and final plat for the second and Delaware project at 122 Delaware St. I voted yes and both passed 7-1.
Case 14.1 and 14.2 were preliminary and final plats for the Glade Apartments Phase 1 at 5200 E 87th Street, which is an apartment complex by the South KC Cerner campus. It's kind of in the middle of nowhere but still within the loop. Both passed 8-0 with staff recs.
Case 15 was to rezone 882 acres at 501 NW 128th street for a data center instead of low residential and agriculture residential. I had to recuse myself but it passed 6-0.
Case 16 was for 96-group home for Welcome House, which is a group that deals with addiction. It's at 1414 E 27th St. along the Paseo. The project will demolish existing buildings; build 1 new and some parking.
It deviated some from boulevard guidelines with some of the parking but added vegetation to shield the parking garage (2 levels), which may sound bad to some but in this case I believe with the vegetation it is better than a larger surface parking area. It passed 8-0.
Staff seemed pleased with the applicant and the project.
We approved 18 and 19, which were short term rentals in the northland that couldn't get approval from adjacent property owners. I voted yes after learning the lack of approvals were due to absentee landlords. The permit is for 2 years so neighbors can return/weigh in if desired.
We also continued case 19 after presentation and discussion for more community engagement. It is to plat 3 parcels, which historically were there, out of the 1 that exists today to build 3 homes on tighter lots. I voted yes to continue. 9130 McGee St in South KC.
Cases 27.1, .2, and .3, were for a project plan, preliminary plat, and final plat for the next phases of an office/warehouse complex in the northland at 14399 NE 41 Street. Since it was basically a continuation of an existing development/development plan I voted yes. 8-0.
Case 28 was a signage plan for Park Hill school district. The case was more procedural. I voted yes.
Overall, good debate again on various projects. Like I mentioned COVID has made it very difficult to really feel like the community have been reached on these projects.
