Arranged marriages and the subsequent tithes applied to them are far better to women than the current philosophy on marriage is today.
A daughter, just like a wife, belongs to the father until the time that she is married. This is a good thing, and for her betterment in as much as it is for the betterment of the future husband and the current father.

The man should pay the father of the soon to be bride. This is done for multiple reasons. To show that he has already begun working on creating a healthy and sustainable life prior to having a wife, and to appease the fact that the father is loosing an asset that he owns.
A man who is unwilling to pay for such a woman at the current time will in all likelihood be willing to pay for her in other means in a later time (once married to her).
This keeps the weak man who is unwilling to put in the work to provide a good life for his family, or one who is incapable of doing so from having a woman, a net positive to society. Weak men were by the course of nature not supposed to reproduce to begin with.

Personally i don’t think men should date before 25, this gives them time to learn of the world, themselves, and to grow to be more prosperous than they would be at a younger age. At this point a man is fully capable of making rash decisions for his family.
A woman on the other hand is rarely capable of doing such a thing. The difference in a woman of 18, 22, and 25 is just how many cocks she’s taken and how long she’s had to endure the cruelties of a world without guidance and of supplication to one greater than her.
A simple change of law is needed in order to make such a beautiful setting viable again.
