On a fracking ban, Hickenlooper says he wants to make "fracking obsolete" by focusing on oil and gas consumption. Then adds he thinks a fracking ban would amount to a taking under state law.
Romanoff responds that if banning fracking is illegal under the state constitution, amend the constitution.
