Could be something else, like bedbugs, maybe even urushiol-based rashes like poison ivy or poison oak. Seems unlikely to be a bleach burn, though, because there's no reddening/visible inflammation; there's no skin peel.

Anyway this cop is an oaf, but pay attention to what's happening, because it's like clockwork:

3. Large ongoing issues, like the pandemic numbers, are being blamed on protestors even though epidemiologists are yelling til they're blue in the face that the main cause for the spikes and high surge of COVID cases in the US are premature reopenings and lack of testing/tracing
4. There is more and more emphasis being put on methods that fall within the realm of respectability politics as the main driver behind change — which is a falsehood
5. There are a lot of distractions from the fact that in the past week alone more than half a dozen Black people were lynched, protestors are still in jail (which right now, during COVID, could become a death sentence), and many defunding demands still need follow through
Anyway it's very easy to make fun of cops because they genuinely think that we, people with sound critical thinking and observational skills, are stupid. It's insulting but it tips their hand pretty often.
