T-minus 3 hours. Long agenda but budget will be called to the front after public hearing on 2 items.

A bit on the process:
1. Mendes will move his budget, which will be debated and voted on as the substitute. If approved, long list of amendments will be voted on one by one. https://twitter.com/yihyun_jeong/status/1272682529250672641
2. B4 vote to accept budget as amended, Glover and O'Connell (order of submission) will discuss their budgets. No amendments. Voted on in that order. If one gets majority of votes (21), it will become *the* substitute budget and the other and Mendes won't be voted on.
3. If Glover's/O'Connell's don't get enough votes, back to Mendes' budget for vote to accept as substitute as *possibly* amended.

4. CM of the prevailing substitute will then ask for final vote. If there's 21 votes, it's adopted. If not, Cooper's budget wins by default.
And of course, if tie-breaker is needed, VM Shulman will vote. Mayor Cooper can veto. His office declined to speculate but has said that his and Mendes' budget achieves same goals for essential services. 27 council votes needed to override seldom-used veto.
