Apparent commitment too that BPS will only be cut if the money saved can still be channelled to farmers in other ways (e.g. via productivity grants, ELMS etc.).

V. important section. Suggestion here that levels of income transfer under ELM will be much lower than BPS levels, but will add a margin to income forgone. If so, how do they spend the same sized pot of money?! This needs interrogating by @NFUtweets.

Niche point, but I'm pleased they're seeing the nuance in say paying for results based upon, for example, increasing soil organic carbon given measurement variablity.

It will bear repetition, a clear indication that ELM payments will not come near to replacing the income transfer levels we received under BPS.

Rather shocking number: target is to have 70,000 accredited advisers (with dual function as inspectors) by 2024. Yet there are only 85,000 CAP claimants so ~ 1:1 ratio! What will this huge army of advisers cost & must surely deplete the pot of money that used to go to farmers.
This further adds to my worry about scheme simplification. If 70,000 advisers are required it can't be all that simple! Phrases like 'market for accredited advisers' & 'competition driving cost reduction' make me worried we'll get G4S doing farm inspections....
Relevant section is here, and it is not coherent to say scheme so simple you don't need an adviser & yet we need 70,000 of them. Reply here from @DKennedyFFaB unconvincing I thought. Reassurance required!!!
