They made sure any approaches that tried to tackle the centrality of cars and booze in American life were not included.
Alcohol ignition locks would be a better solution to drunk driving than cops if we actually cared about solving the problem.
One of the proposals that was considered in the 80s when the country was serious about addressing drunk driving was an excise tax on booze that would fund a free taxi service for drinkers, but the booze industry squashed it.
