Ok let's make this a Twitch and Music thread just in case.
I don't consider myself an expert on the case but I can say I've been long enough on Twitch to have learned a few things so here we go.

First, the problem:

Music you play on your stream, needs to be licensed to you
Owning a premium account on a streaming service DOES NOT grant you a license to broadcast said content, i.e. Spotify's Terms:
Most music services are the same, so let's keep that in mind. Now seems like this is only affecting clips for now, which still sucks because clips are usually small pieces of content we wanted to remember. VODs seem to not be affected so far since
And now onto options, I know they might not be your kind of stuff but hey, at least while more things about this come up or someone from Twitch says something, this might be able to help you. Here are some services that I know have been around and that will allow you to broadcast
First, @Pretzel_Rocks

It's a service that is safe to use for CC, even if you're going to monetize, and as far as I know, it's free as long as you use the tools to let your chat know which song is playing. They have a wide variety of music and integrations for Twitch.
Stream Beats by @HarrisHeller https://open.spotify.com/playlist/4kAqBBEZQsBIXMIJl6u8tO

This is a Spotify Playlist made by him that is Safe to use on your streams. (Still gotta be aware of Spotify policies but at least won't be an issue on Twitch)
Monstercat, @Monstercat another free service but only $5 if you want to monetize https://www.monstercat.com/gold

Lots of EDM, House, Trap music and probably one of the best.

It also has options for Commercially licensed music.
NoCopyrightSounds, @NCSounds https://ncsmusic.com  another great option, but with a smaller catalog than others
BassRebels, @BassRebels another service like the previous, only needs you to provide their info in one of your panels
There's more out there I'm sure but these are probably the safest options for now, I'll be adding more in case I find better stuff. But just wanted to have something out there in case people needed some info and options to keep playing music
Here's what Twitch had to say https://twitter.com/TwitchSupport/status/1269851779790929921
Another free Spotify playlist from @Halocene https://twitter.com/Halocene/status/1270115073889939456
There's a Royalty Free Soundcloud (There's a Youtube too) free for you to use as long as you credit https://soundcloud.com/royaltyfreemusic-nocopyrightmusic
A service, a bit more pricey than others, but that seems to be liked by a lot of people,
@epidemicsound Be sure to check which plan adapts to you the most, usually the Personal would be enough unless you're trying to make work for other people https://epidemicsound.com

So I JUST found out about this... Music from Amazon Music is DMCA free, as it will not stay in your VODs or Clips, and will only be available for those with Prime/Amazon Music Unlimited. Honestly it doesn't sound too bad https://help.twitch.tv/s/article/amazon-music?language=en_US
