I've had decent luck obtaining polypropylene in 2 forms. Pellon 360 tear away interfacing and oly*fun craft paper/ cloth.

*Use cute fabric (this makes sewing more fun for me)
*ask for supply donations (so you don't break the bank & those who don't sew can share the joy of helping)

I haven't experimented with that method as I didn't have vacuum bags at my house. I'd love to hear if that worked well for you.
