Government benevolence may be reasonable to expect, but it's not the norm. 50% of the countries in the UN are authoritarian. And the remaining democracies have lots of issues, to say the least. Bending social media to serve them impairs a critical weapon for preserving democracy.

Youtube just banned videos challenging election results. I'm rabidly pro-free speech, but conflicted on this. Same as when a college invited an ex-terrorist to speak. Both could disinform, radicalize & undermine democracy. But like the death penalty, authority isn't always right.
