nomura hate is a leftover from when rpg fans just openly said 'fuck japan'. yeah some of his designs are dumb but he's done lots of good stuff
but then final fantasy critics will also say "amano is a good illustrator but not a good designer" while having no idea he designed all those classic tatsunoko characters

the /v/ crowd knows tatsunoko characters and amano but they never connected those two dots

Cloud = demonic & beastly with the claws, bat wing, raw-looking metal stuff, edgy protag cloak/cape, hints of bondage; dark in a less idealized angstier way

sephiroth looks like a romanticized cool vampire but also very angelic, like he's fully embracing his darkness.

compare:
Cloud's cape & wing suggest a tattered soul and a monstrous darkness, while Sephiroth's darkness feels self-assuredly majestic. his wing & flowing hair reflect this
Cloud's shoulder pad looks old and worn and crude and has nails poking out, Sephiroth's is smooth and shiny, once again reflecting the overall theme
meanwhile 'ahh, classic' wrpg concept art looks like this
yeah I just hate how goony that Fallout picture looks. the over the top stuff you posted has way more charm than the sterile http://conceptart.org  look of modern wrpg art.

wrpg larpers act like this stuff is Kentaro Miura or Frank Frazetta. it's not lol

the lame japanese fantasy art is stuff that's not made for kids or teens or normal people but isekai-ass otaku stuff, like whatever they turned the Shining series into
but then that type of stuff can look cool and have a unique vibe, look at Overlord. it has cute characters but also has atmosphere and can look badass. you just need to have a purpose and tone in mind beyond 'my friends at /ic/ or conceptart will like this'
Goblin Slayer manga's drawn by a guy who'd likely jump at the chance to become an anime magical girl, based on a light novel that used art from Dragon Quest, Dragon's Crown, Fate etc as its online illustrations. it also can have good inking, poses, composition, atmosphere etc
some people talk about it as a Souls series precursor, but Severance: Blade of Darkness has pretty underappreciated artwork. sometimes messy but very fun
