You might think scouting starts with Facebook psych profiles & phone cameras but while that may be a part of it today, this is a program whose roots stretch back to WW2 Nazi/Communist brainwash studies- and officially began (In predecessor form) in 1950!

So while the idea could work now, it could not have worked - say for the Columbine killers.

So areas are infested with criminality, but not the kind that typically gets arrested. It is instead likely a thriving network that obeys only their own rules.

So nests of cultists? That could indeed explain how targets are "scouted" as they would be nearby. But that doesn't explain "arranged" I think this rabbit hole is more sinister.
