3)Ministry of Agriculture should play a major role in the future. Lebanon needs to start increasing its exports and Agriculture can fill some of the gap in the BoP deficit.

4)Industry is another crucial ministry going into the future. The sector is not developed as it should be and with the Lira floating the export market for Lebanese products can increase.

5)Finance is by far the most crucial ministry today. The challenges we are going to face are insurmountable and a new fiscal policy direction is going to be required.

8)Another ministry that screams corruption & that had the most impact on governmental budget is the Ministry of Energy & Water. The budget deficit due to electricity is nearly $1.5B per year and the accumulated cost since 1990 is estimated to be more than $35B.
9)Interior is one of the major ministries since it's responsible for keeping the peace & holding elections. In Lebanon whoever leads the ministry leverages a lot of power since it heads all the internal security forces.

10)Foreign Affairs is a very strategic ministry since it appoints ambassadors, first point of contact with other nations and the UN.

11)Public Works and Transportation is another Ali Baba cave. Whoever leads the ministry has a huge incentive to embezzle funds.

12)Telecom is one of the few profitable government entities in Lebanon. The profit is coming at a cost. Two companies have had a duopoly on the market and the prices in Lebanon are crazy high.

13)Defense is special. The minister has to juggle western aid and Iranian increased influence. Not an easy ministry to lead. Usually and for a good reason it has been the share of the president. The graph shows FPM but I didn't discriminate between president Michel Aoun and FPM.
14)Justice is also a crucial ministry post 17 October. any reform would have to start by the independence of the judicial system. The Justice Minister has a huge role to play if we want to become a modern country and remove corruption.
15)Health is the number one social ministry. It has to function correctly otherwise the whole society will suffer.

16)We all talk about human capital, brain drain, etc. All of this is due to a robust educational system put together since the 19th century. the public sector has always lagged in the domain especially in the past decade. Huge reforms are required in the sector.
17)Environment is for me one of the most important ministries. Unfortunately in Lebanon it is considered a side ministry given as part of the cheese cutting exercise. We have one of the best natures in the world and we have been ruining it for decades. It is time to embellish it.
