Usha and chhathi maa are two different goddesses.

But first lets talk about the wife of lord surya.

the daughter of Lord Vishwakarma. Later she changed herself into chhaya and made a clone ( प्रतिरूप) of her named sangya.

Usha, on the other hand is a vedic goddess described in rig vedas. The Rigvedic hymn 1.48 describes her as drawn in a hundred chariots, revealed by the
daily arrival of light, one who sets all motion to life and all life to motion, rousing people off to their duties.

Thats why pple thought that there is some relation between sun and Usha. Some call her wife, some call her mother of sun, some call her sister of sun.
But NOTHING IS MENTIONED ABOUT THE RELATIONSHIP OF SURYA AND USHA IN VEDA.

Now who is chhathi maiya, then?

According to, Shvetashtavaropanishad Parmatma divided himself into two parts in order to create the whole creation, in which the purus (humans) form in the right and the
nature in the left.

In the Prakriti Khand of Brahmavaivart purana, it is said that a major part of the nature goddess Prakriti Devi has been called Devasena. Being the sixth part of nature, these goddess is a popular name of Shashthi and according to the Puranas, all the
goddesses protect humans and give them a long life.

Now, According to a pauranik story, there was a king named Priyavrata. His wife's name was Malini. They both had no children. Both the king and queen were unhappy with this. In order to have children, the king performed a
sonishti yajna with Maharishi Kashyap. This yagna was successful and the queen became pregnant.
But the queen's dead son was born.

Both the king and queen were very unhappy with this and gave up hope of procreation. King Priyavrat was so sad that he made up his mind to commit
suicide, as soon as he appeared to kill himself, the great Shashthi Devi (devsena) came and told the king that whoever worships me with my true heart, I give them the good fortune of the son. If you also worship me, you will get the son Ratna. King Priyavrat obeyed the Goddess
and worshiped Goddess Shashthi on the Shashti Tithi of Kartik Shukla. Devi was pleased with this worship and since then Chhath festival is celebrated every year on this date.

THERE IS NO RELATION BETWEEN CHHATHI MAATA AND SURYA DEV TOO.

Then why we worship sun on chhath?
According to our holy scriptures, different dates have been set for the worship of every deity, in which Ganesha is worshiped on Chaturthi and Vishnu is worshiped on Ekadashi.

In the same way the sun is worshiped on Saptami. It is clear from words like Surya Saptami, Rath
Saptami, but the worship of the Sun in Chhath on Shashthi is a unique thing. In Brahma and Shakti are worshiped together in the Suryashthi fast, therefore, those who observe Chhath fast receive the fruits of worship of both, which is considered to be the most special in this
worship.

Also according to a tale, karna, from mahabharata, was a great devotee of lord surya. He use to give arg l(chhath wala arg) to lord surya everyday while taking bath. It is said that every years on saptami Tithi of Kartik Shukla, he use to do special kind of puja.
So, people of Ang, today’s Bhagalpur (Bihar) followed him. And everyone knows that Biharis were the one who made this tradition n festival famous. So it make sense.
