The States came first.

Congress would like to AVOID a convention at all costs..

9B. The process for the States to be able to propose an Amendment is HARD... A Convention of States has NEVER been called

10. The States need the ability to propose amendments WITHOUT the involvement of #CONGRESS or the risks associated with a #ConventionOfStates

11. In a federal system, any state should be able to propose a constitutional amendment without the involvement of Congress. If the originating state can persuade three-fourths of the others to ratify, then it should become a part of the Constitution.

The STATES need to put themselves on equal footing and stop being the punching bag for Congress, the Judiciary, and the Bureaucracy.

Thereafter, the States could propose and ratify an Amendment for #TermLimits, another Amendment for a #BalancedBudget, an Amendment to end unconstitutional bureaucracy, and on and on...

19. No Amendment is as necessary as a new procedure whereby Congress is stripped of its monopoly on constitutional change.
