There actually was no need for an MIC plant(whr accident happnd).UCIL was peacefully importin MIC, but due to govt over-valuin Rupee vis-a-vis Dollar, forex reserves got depleted & it became difficult to trade. So Govt pressurized UCIL to setup MIC plant against latter's wishes
UCIL bought design of the plant from UCC, but govt mandated all aspects of construction be indigenous.UCC was kept at an arms length durin detailed designin & implementation. So UCC,in its design transfer agreement legally absolved itself of all responsibility in case of mishap

For Indian media, Bhopal Gas Tragedy has always been about what happened after the disaster, none studied what led to it.
The only main stream narrative which is a bit closer to reality is the movie 'A prayer for rain'

After the accident, the state govt had setup a judicial inquiry commission to bring out the causes behind the tragedy, but when they realised that it could go against the govt they scrapped it.
It was @tavleen_singh for @indiatoday who reported on this. Indian govt lawyers fighting the case in the US feared that if the commission had eventually established that the Govt and UCIL were to be blamed equally, they wouldn’t be able to extract much compensation from UCC
